It should not have come to this. Milwaukee County's failure to adequately provide services for its neediest citizens has prompted state officials to announce that they'll be taking over administration of those services by Jan. 1, 2010. The poor of Milwaukee County deserved better from their local officials.

And even if some of the problems go back a decade or more, at least some of the blame for the failure must rest on the shoulders of County Executive Scott Walker, who has been in charge of administering those services since his election in 2002, as well as the County Board, which has resisted some innovative proposals from Walker and has failed to install its own solutions. There is good reason for outrage here, and all involved have to take their fair share of responsibility for what the state describes as years of county mismanagement.
