Washington While backers of a gay marriage ban have triumphed at the ballot box in state after state, they failed Wednesday for the second time in two years to pass a federal constitutional amendment defining marriage as between a man and woman, making little headway since the Senate's last vote on the issue in 2004.

Only 49 senators voted to move ahead with the amendment on a test vote Wednesday, far short of the 60 needed to keep the measure alive and the 67 needed to amend the Constitution. A similar vote in 2004 produced 48 votes for the amendment.
