One of Milwaukee's biggest developers of housing in and near downtown has sold another apartment building on the city's east side, with the buyer planning to convert the rental units to condominiums.

Mandel Group Inc. has sold The Franklin, a 114-unit development at 1122 E. Ogden Ave. The property was sold to a partnership formed by Richard Ruvin and Fiduciary Real Estate Development Inc., Mandel said Thursday. The price was not disclosed.
