More than 4,000 Wisconsin business owners registered for low- interest loans from the U.S. Small Business Administration after the June flooding, but just 6% have applied for the money, an agency spokesman said Wednesday.

The response rate has officials concerned that people might misunderstand the requirements of the loan program, SBA spokesman Carl Sherrill said.
