Madison The Wisconsin Legislature on Wednesday sent Gov. Jim Doyle a requirement to show a photo ID to vote a controversial change the Democratic governor promised to veto again.

A 21-12 vote of the state Senate put the bill on Doyle's desk, since it passed the state Assembly, 64-33, in February. Both of those votes fall short of the two-thirds majorities needed to override Doyle's veto, however one vote short in the Senate and two votes short in the Assembly.
