West Bend -- A month after he was sentenced to jail for his third drunken driving offense, a West Bend man, upset over his personal finances, went to a local tavern and then drove to a gas station, where he threatened a clerk with a box cutter after stealing cash, according to a criminal complaint.

According to the complaint, filed in Washington County Circuit Court, Charles G. Stephan, 40, entered the Meadowbrook Mobil gas station, 1512 W. Washington St., on April 20 and bought a cigarette lighter.
