"No rule, either by its terms or in its application, may discriminate for or against any person by reason of sex, race, creed, color, sexual orientation, national origin or ancestry."

This requirement by Wisconsin statute goes to the heart of why a state committee has, to date, not allowed its employees to donate, by payroll deduction, to certain religious groups through the state's annual giving campaign. That bar is now being tested by a lawsuit from a coalition of faith-based groups, alleging their First Amendment rights have been trampled.
