Madison - The framework for a statewide push to conserve water was announced Monday with plans to hire an efficiency chief to coordinate water saving measures.

But in announcing the initiative, state Public Service Commission officials warned that any conservation methods must avoid driving heavy industrial water users to switch from municipal water systems to private wells or, worse, leave Wisconsin over the cost of regulation.
