Madison Gov. Jim Doyle on Monday named Stephen Bablitch, a close friend who once ran the state's prison system, to lead the powerful Department of Administration.

On Oct. 3, Bablitch, 51, is to replace Marc Marotta, a former corporate lawyer who became Doyle's top deputy in December 2002 to help Doyle eliminate the $3.2 billion state deficit he faced when elected.
