Madison The property tax bill showing up this month for owners of median-valued homes in Wisconsin is expected to rise by an average of $23, or 0.8%, state officials estimated Monday.

The average statewide increase is not the property tax "freeze" Gov. Jim Doyle promised when he rewrote the Legislature's budget last summer. But it is considerably smaller than the $119 average increase of a year ago.
