Madison -- One of Gov. Jim Doyle's 81 vetoes of the Legislature's budget bill appears to have violated a constitutional limit adopted in April 2008, the Legislature's Joint Finance Committee was told Tuesday.
But the veto in question dealt with a minor issue -- creation of a study committee -- and did not involve any tax funds, according to the Legislative Fiscal Bureau.See the full content of this document
