Wisconsin will go another year without meaningful ethics legislation, a sad fact that can be laid at the doorstep of the Republican-controlled Assembly, which, in the waning days of its session on Tuesday, failed to rise above even minimal expectations that it could do the right thing.

The bill, now torpedoed, would have merged the state Ethics and Elections boards, forming a new Government Accountability Board with more power to investigate and prosecute wrongdoing in Madison.
