For two years, Kevin Her has led a Hmong cultural organization, the Shee Yee Community of Milwaukee Inc., but neither Her nor the organization were well known outside Milwaukee's Hmong community.
That changed last week after Her led a protest over the arrest and treatment of a Hmong man and was "called out" by Milwaukee Police Chief Edward Flynn, who accused Her of trying to "build a constituency."
