The state Department of Commerce will set up a revolving fund to distribute low-interest loans to manufacturers looking to produce renewable energy or retool to make renewable-energy components.

The State of Wisconsin will receive $22.1 million from the federal American Recovery and Reinvestment Act to fund those projects and others that would reduce manufacturers' use of fossil fuel and greenhouse gas emissions, the federal Department of Energy said Monday.
