Personal income continues to move out of the seven counties of southeastern Wisconsin, but a regional approach that includes better links to the northeast counties of Illinois could help solve the problem, a new report suggests.

The report by the Public Policy Forum follows up on a study by the organization last year. That study showed the region had an income loss of more than $2 billion over the 10-year period of 1993 to 2002 as people who moved out of the area earned more money, on average, than people who moved in.
