As the deadline looms to sign up senior citizens for the new Medicare drug plan, an aggressive campaign is under way to enroll older adults from the African-American and minority communities whose enrollment numbers are lagging, advocates said.

"The minority communities have the lowest enrollment numbers in the Midwest region," said Maxine May, who serves in Gov. Jim Doyle's Milwaukee office and is leading a citywide effort to sign up seniors.
