Milwaukee voters will choose Tuesday between former U.S. Rep. Tom Barrett, who also served in the Legislature, and Marvin Pratt, a longtime alderman who is now acting mayor. The last time Milwaukee had an open seat for mayor was in 1988, when John O. Norquist won the first of four terms.
