When they couldn't find the neighborhood of their dreams, Betsy and Fred Wittenberger decided to build it themselves.
"We've been waiting for someone to develop higher-end condos, preferably with a view of a golf course, but those plans never went anywhere," said Betsy Wittenberger, co-owner of the Re/Max Town and Country Realty in Hartford.
