Washington -- After paying his first visit to Afghanistan and Pakistan, Democratic Rep. Ron Kind of La Crosse said he is encouraged by the morale and top-notch training of American troops serving in the region but eager for a new, comprehensive U.S. strategy to ensure that the countries do not become safe havens for terrorists.

"It's going to be tough and it's not going to turn around overnight, but do we really want to risk having these states fail?" Kind said Monday in a conference call from Budapest, Hungary.
