Madison -- Wisconsin citizens made good use of their right to free speech Wednesday at the state capitol. The outdoor terrace featured a boisterous tea party. And in room 411 under the dome, a standing room-only crowd gathered to express views on something even more important to some than taxes - the state's deer management policies.
The occasion was a joint hearing of the Senate Natural Resources and Assembly Fish and Wildlife committees. In one of several meetings held around the state, chairs Sen. Jim Holperin and Rep.
