Wisconsin's health care financing crisis can't be addressed by tinkering with it. When a system is broken beyond repair, the solution requires the kind of bold approach two state legislators unveiled last week.

State Reps. Curt Gielow (R-Mequon) and Jon Richards (D- Milwaukee) may not have hit on the cure, but their proposal to radically change the way health insurance is bought and sold in Wisconsin by employing a statewide insurance pool is worth a hard look. Although it undoubtedly has its glitches and the payroll tax that would be used to help finance it may be a tough sell for good reason it's also one of the most promising ideas we've seen.
