Businesses and local governments often complain that they can't meet an environmental standard or adhere to a regulation because it's too expensive. Sometimes, that's just foot-dragging. But often it's a difficult reality, especially in tough economic times, such as these. Struggling communities often can't afford to clean up their air, water and ground.

A case in point is provided by Wisconsin communities faced with complying with state water pollution requirements that could cost in excess of $150 million over the next five years, as the Journal Sentinel's Lee Bergquist noted in an article Saturday.
