Overwhelmed by saturated ground and a heavy rainfall, the Milwaukee Metropolitan Sewerage District last week released 399 million gallons of untreated sewage and storm water into area waterways from combined sewers in central Milwaukee and a portion of Shorewood. District officials said the overflows were necessary to avoid basement backups, which pose a serious public health hazard, and officials point that the amount released was about one-fourth of the total flow that was successfully stored in the deep tunnel system and treated at the district's two sewage plants during that time.

But the overflows also pose a serious threat. They should be almost as unacceptable as allowing polluted water to flood basements.
