The more than $900 million committed for sewer improvements in metropolitan Milwaukee won't be enough to fix the problems that led to the dumping of sewage during storms last year, a state official testified during a federal court hearing Wednesday.

Charles Burney, who oversees the Milwaukee Metropolitan Sewerage District for the state Department of Natural Resources, testified that at least some of the sewage dumped by the district and the communities it serves in May 2004 would not have been contained even if the $900 million projects were operational at the time.
