Someone once said Joseph A. Szabo's job as a labor lawyer was like being part traffic cop, part prosecutor.

Szabo served as director for the National Labor Relations Board's regional office, responsible for deciding whether to pursue charges against employers and unions for labor law violations. That meant monitoring often-contentious votes on whether to unionize and, of course, what happened during strikes, lockouts and layoffs.
