It might not prevent road rage, but a plan before the Milwaukee Common Council could lead to many more "traffic calming" installations in speed-plagued neighborhoods.

The proposal, expected to win approval next month, would create a system in which neighborhoods could ask the city to construct a device, such as a mini roundabout or a "speed hump," and agree to pay 90% of the cost.
