Madison -- Wisconsin homeowners worried about what the economic slump and flooded real estate markets have done to their investment were told Friday that home values statewide inched up 1% last year, the smallest increase in 21 years.

Statewide, the Department of Revenue report said property values fluctuated widely. The total value of all types of real estate shot up the most, 14.3%, in Lafayette County. But existing homes in Milwaukee and five other large cities were either flat or fell by 1%.
